Before starting a web site think of a topic/niche to center your web site around. Once you have found a niche you are comfortable competing in. Do some key-word research - think of what users will search to find your site.  Use https://adwords.google.com/select/KeywordToolExternal to get ideas for keywords and see how often they are searched. Now go search for the keywords in Google and see what sites are ranking for them.

You will need to evaluate your competition to see if you can compete.
